Based on the gender equality self-assessment communities develop the Action Plans on ensuring equal rights and opportunities for women and men. The Action Plan comprises key tasks, approaches, and measures on implementing gender policy in the community. Over 70 communities in Ukraine have already adopted their Action Plans and are actively implementing them and sharing their experience, successes, and challenges. Action Plan – Zhytomyrska territorial community, Zhytomyrska oblast

In 2018, Zhytomyr city council joined the European Charter for Equal Rights and Opportunities for Women and Men in Local Life.

 

In 2019, Zhytomyrska community tested the Gender Equality Toolkit for measuring the state of implementation of gender equality policy at the local level. Based on the evaluation results, a six-year Action Plan was developed and adopted by the decision of Zhytomyr City Council No.1688 as of December 18, 2019 "On Approval of the Target Social Program ‘Zhytomyr City Consolidated Territorial Community – the Territory of Equal Opportunities’ for 2020-2025."

The main activities within the program include:

  1. establishing institutional capacity of the local self-government body in terms of ensuring equal rights and opportunities of women and men in Zhytomyr city territorial community;
  2. taking into account the gender component in the process of developing and implementing local policy;
  3. raising awareness regarding gender equality and building behavioral models that are free from stereotypes about the roles of women and men in various spheres of life of the community and society as a whole;
  4. systematic work on countering and preventing trafficking in human beings, domestic and gender-based violence, multiple discrimination.
Action Plan – Pokrovska territorial community, Dnipropetrovska oblast (2019-2020)

In Pokrovska territorial community of Dnipropetrovska oblast, the decision to adopt the Action Plan on ensuring equal rights and opportunities for women and men for 2019-2021 was made for the first time on November 14, 2019. The results of using the Gender Equality Toolkit for measuring the state of implementation of gender equality policy at the local level in the community have become the basis for developing the Action Plan. The main areas of work include: institutionalization of gender policy at the local level and taking into account the gender aspects in the programs related to culture, physical culture and sports, social protection and healthcare, and budget of the community.

 

As a result of monitoring the implementation of the Action Plan for 2019-2021, the community strengthened its informational and educational efforts related to ensuring gender equality, and expanded the number of individuals responsible for implementing gender policy.

 

Action Plan – Pokrovska territorial community, Dnipropetrovska oblast (2021-2023)

On February 4, 2021, a new Action Plan on ensuring equal rights and opportunities for women and men for 2021-2023 was adopted in Pokrovska CC. The main areas of work within the Action Plan include: ensuring gender equality in the workplace and carrying out a gender audit of working conditions; introduction of the gender approach in the procedure of monitoring and evaluation of programs and activities in various fields, as well as taking into account the gender aspect when writing the "The Procedure for Development, Financing, and Monitoring of targeted programs of Pokrovsk village council."

Action Plan – Baykovetska territorial community, Ternopilska oblast

In Baykovetska territorial community of Ternopilska oblast, the decision to adopt the Action Plan on ensuring equal rights and opportunities for women and men for 2019-2021 was made on November 26, 2019. The results of using the Gender Equality Toolkit for measuring the state of implementation of gender equality policy at the local level in the community have become the basis for developing the Action Plan. Improving the institutional mechanisms for implementing gender equality policy and gender mainstreaming at the stage of implementation and delivery of services in the field of social protection have become the main areas of work. This approach resulted in the launch of new gender-sensitive services in the community and establishment of an inter-municipal partnership system.

Action Plan – Pechenizenska territorial community, Ivano-Frankivska oblast

In Pechenizhynska territorial community of Ivano-Frankivska oblast, an order on adopting the Action Plan on ensuring equal rights and opportunities for women and men for 2020-2021 was adopted on March 27, 2020. The results of using the Gender Equality Toolkit for measuring the state of implementation of gender equality policy at the local level in the community have become the basis for developing the Action Plan. The main areas of work include: developing the community’s gender profile, collecting data and indicators disaggregated by gender, improving institutional mechanisms of implementing gender equality policy, in particular, in the field of education, healthcare, and social protection of women and men.

Action Plan – Pyriatynska territorial community, Poltavska oblast

In 2018, Pyriatyn city council joined the European Charter for Equal Rights and Opportunities for Women and Men in Local Life.

 

In 2020, Pyriatynska community tested the Gender Equality Toolkit for measuring the state of implementation of gender equality policy at the local level. Based on the evaluation results, on 25 February 2020, the Action Plan on promoting gender equality for 2020-2021 was developed and adopted. The main activities within the Action Plan include: 

  1. implementation of gender-sensitive services in the community; 
  2. taking into account the gender aspects in documents that are used in the budget process;
  3. systematic educational activities on gender equality organized for the specialists of local executive bodies and other stakeholders;
  4. establishing the institutional capacity of local self-government bodies in terms of ensuring equal rights and opportunities for women and men.
Action Plan – Vasylkivska territorial community, Dnipropetrovska oblast

In Vasylkivska territorial community of Dnipropetrovska oblast, the decision to adopt the Action Plan on ensuring equal rights and opportunities for women and men for 2019-2021 was made for the first time on May 23, 2019. The results of using the Gender Equality Toolkit for measuring the state of implementation of gender equality policy at the local level in the community have become the basis for developing the Action Plan. Institutionalization of gender policy at the local level, in particular, appointing authorized officials and responsible executives, creating a gender passport of the community, and taking into account the gender approach when developing documents used in the budget process have become the main areas of work.

 

The priorities for further activities were identified based on the results of monitoring the implementation of the Action Plan for 2019-2021. On April 7, 2021, the community adopted a new Action Plan on ensuring equal rights and opportunities for women and men for 2021-2023. The key areas of work within the Plan include: gender analysis of targeted programs, in particular, in the field of education; reducing gender gaps in education related to the representation of women and men; working conditions and pay; informational and educational activities on the importance of ensuring gender equality.
